Appearance: Chieftain has a heart of gold and a face of stone. That is his most defining characteristic, forget everything else ever: the guy never smiles. The most you'll ever get out of him is upturn of the corners of his mouth, and usually only when he's fucking with you. You will never see an honest genuine smile out of this guy as long as you live.
He's a pretty imposing guy, and it's not just the constant scowl that makes him that way. He's huge, for one thing: 6'6" and built like a linebacker. Chieftain looks like he could break you over his knee if he felt so inclined. Then there's the goatee and the sunglasses; that just adds to the effect. Basically, Chieftain looks like the kind of guy you don't want to piss off.
Underneath this intimidating image, there are the more specific aspects of his appearance, like the curly black hair that comes down a few inches past his shoulders, and the blue eyes behind his sunglasses. Whether in or out of uniform (and he is usually in that black suit and tie that is the uniform of the Agency), he is never seen without his black cowboy hat. That thing is almost as definitive as the frown.
Personality: Despite appearances, Chieftain's not actually a no-nonsense sort of guy. He's just extremely deadpan about his nonsense. He might not exactly be the sort of guy to throw out witty one-liners in a fight, but he is the sort of guy to respond to witty one-liners with something snarky.
Underneath the scowling and the deadpan snark, though, he's a really great guy. Heart of gold. Loves puppies and kittens. Good with kids. Bakes brownies and brings them in to share with his co-workers. Anyway, Chieftain will always stop to spare an encouraging word to those in need, even if it's delivered with his customary scowl. He tries to give good advice and helpful guidance where necessary, and always makes an effort to set a good example.
He's confident, but not arrogant. He knows what he can do, but he also knows what his limitations are. He's of the opinion that actions speak louder than words, and thus there is no need to brag about one's abilities. Despite being a very straightforward person, he doesn't volunteer information; definitely one of those people who will say "you never asked" when something obscure and previously unknown comes up.
He's a very level-headed and rational sort of guy, always manages to keep cool in a bad situation. This makes him a great person to take along as backup , and also a very good person to go to when in need of a mediator.
Abilities: Life is music. It's like a very complicated biological system where every piece of the process does its part and makes its contribution and everthing comes together into one comprehensive whole. You could say that every aspect of life acts as a single instrument in an orchestra, and everything twines together to create the natural melody of life. (This is all very eastern philosophy existential, isn't it?)
Members of the Agency have the ability, not just to hear this music, but to feel it and to interact with it. When people are distraught their music can become out of tune with the music of the world. Agents have the ability to sense this and correct it. Their dancing is akin to the process of tuning an instrument: it's like tuning a person's soul, by helping them overcome whatever is putting it out of tune.
In addition to all this musical business, Chieftain could intimidate the hell out of anything alive just by glaring at it. That is his superpower. And, thanks to Agency training, he can operate any vehicle ever, including jetpacks and hovercrafts.
Also, he is a hell of a cook.
Weaknesses: The music in Manhattan is extremely faint, usually nothing much stronger than white noise. Chieftain can get an emotional read on people if he's close enough to them, but he can't actually pick up a beat that's strong enough to interact with, and he can't hear the city's music at all.
Because of the stoic and intimidating manner, Chieftain can seem very emotionally distant and detached. He's the kind of person you can talk to, but not the kind of person you can connect to. Because of this, he doesn't have a lot of close friends. Only people who can get under his skin and consistently break through his stoicism stand a chance of actually building any sort of lasting emotional connection with him (people like Kahn, for example).
Also, never insult his cooking or touch his hat.The hat is the source of his powers.
Manhattanite or outsider? Outsider
History: Chieftain looks like a Texan but doesn't talk like one; that's because he's from Arizona. Aside from that, there's not a whole lot he'll mention about his past. Like every other member of the Agency, all the details are classified and well-guarded. (Well, you might get him to mention cooking school and being a professional chef before joining the Agency, but only if you ask.)
He's the longest-standing member of the Agency, next to Commander Khan himself. In fact, it's a well known fact that he and Commander Khan are ~best buds~. That doesn't mean he gets away with anything, though; not that he'd even try to. He has to set an example for his juniors, after all, and using the boss's favour to get favours isn't the way to do that.
Having been in the agency for so long, Chieftain's seen a whole lot of weird stuff. He's essentially unfazeable, because dammit he's probably seen something weirder than that at some point in his life. This includes things like giant fire golems and aliens taking over the world to get rid of music. Which, by the way, was a hell of a mission.
